We invest in our people by building skills, leadership, and a culture of innovation and continuous improvement, such that teams are empowered to solve problems and drive better outcomes. Underpinned by sound financial stewardship and prudent investment, this strategy sustains reinvestment, supports affordability, and ensures long-term resilience, so Enemalta can reliably power Malta’s communities and economy through the energy transition.

We use this Interconnector between Bahar ic-Caghaq, in Malta and Marina di Ragusa, in the Italian island of Sicily, to connect the Maltese national grid to the European energy network. Through this infrastructure, we achieve an additional capacity of 200 MW of imported electricity to meet our customers’ electricity requirements.

In 2010, we contracted Norwegian company Nexans to manufacture and lay the submarine interconnector and oversee all related works on land at Maghtab in Malta, and at Ragusa, on the Italian island of Sicily. By the end of 2013, the terminal station at Maghtab is almost complete. This station includes gas-insulated switchgear, shunt reactors, transformers and other equipment to monitor and control the electricity transferred through the submarine cable, before it is distributed to the Maltese grid.

The other remaining works were carried out during 2014. Nexans used its specialised cable-laying vessel, the Nexans Skagerrak, to bring the submarine cable from its manufacturing facility in Halden, Norway, to the Mediterranean Sea, in two batches. The submarine cable was pulled to land through a micro tunnel at Qalet Marku Bay, one kilometre away from the Maghtab Terminal Station, and installed in a reinforced concrete culvert.

Within a few months, the submarine cable was laid and buried in the seabed between the two islands. Enemalta made sure that this process did not disrupt the Mediterranean marine environment, and special measures are in place to safeguard the endemic Posidonia Oceanica, a protected seagrass species that grows in this part of the Mediterranean Sea.

The Interconnector links the Maltese grid to the European energy network through a substation operated by the Italian transmission system operator Terna, at Ragusa. Here, Enemalta’s station includes outdoor air-insulated switchgear, shunt reactors and equipment for the protection and control of the connection to the Italian grid.

In September 2014, the submarine cable was pulled ashore at Marina di Ragusa. Underground cables along 19 kilometres of secondary roads connect the submarine interconnector to the switchgear at the substation. The submarine cable also includes two fibre optic clusters for data transfer.

In January 2015, all systems were ready and final testing commenced. The first synchronisation of the Italian and Maltese networks through the Interconnector took place successfully in March 2015.

The Malta-Italy Interconnector was not only a first for Malta, but also an important technological step forward in the development of this kind of electricity interconnection around the world. It ended the Maltese Islands’ isolation from the European energy network and provided increased security of supply and flexibility in our electricity services.

Electricity is transmitted from the Delimara Power Station, the Malta-Italy Interconnector Terminal Station in Magħtab and from several grid-connected renewable energy sources located in different parts of the country to our customers through a four-level network with four different voltage levels, 132 kV, 33 kV, 11 kV and 400/230 V. Through this system we seek to distribute electricity to all our customers across the country with the minimal technical losses. The frequency of the supply of electricity in Malta is 50 Hz.

Electricity from the Delimara Power Station and the Magħtab Terminal Station is distributed to four 132 kV distribution centres (primary substations), two at Marsa and one in Kappara and Mosta, through 90.8kilometres of underground 132 kV cables. At these centres, voltage is stepped down to 33 kV so that electricity can be channeled to another 21 33 kV distribution centres (primary substations), 18 in Malta, two in Gozo, one in Comino. This part of the network includes 339 kilometres of 33 kV underground cables and 13 kilometres of 33 kV underwater cables.

Each 33 kV distribution centre feeds a number of 11 kV circuits, mostly in radial configuration, supplying over 1,580 11 kV substations (secondary substations). This part of the system includes 1,245 kilometres of underground 11 kV cables as well as another few kilometres of overhead high voltage lines, mostly in rural areas. Where possible, we are phasing out overhead high voltage lines and replacing them with underground cables, which are less prone to storm damage and other difficulties.

In our 11 kV secondary substations, electricity is stepped down to 400/230V to supply our customers’ properties, including residences, businesses and other buildings, through a low voltage three-phase four-wire network of underground cables and overhead lines.

The technical levels of our electricity services are specified in our Customer Charter.

The total combined nominal installed capacity of this power station is 537.8 MW. Enemalta plc’s energy mix also includes several grid-connected renewable energy sources as well as the 200 MW Malta-Italy Interconnector .

The two main units in regular operation are DPS Phase 4, a 205 MW natural gas-fired CCGT system commissioned in 2017, and DPS Phase 3, the 2012 152.8 MW diesel engine plant which was rebuilt to run on natural gas and gasoil, instead of heavy fuel oil, in 2017 as well. These two plants are operated by our strategic partners Electrogas Malta and Delimara 3 Power Generation Ltd respectively.

In addition, we also operate two gasoil-fired plants, the 1994 DPS Phase 2A OCGT, and the 1999 DPS Phase 2B CCGT, with a combined nominal capacity of 180 MW. These units are utilised as standby capacity during emergencies or when other sources are unavailable.

The Power Station is connected to the national electricity network through four 132 kV and six 33 kV outgoing feeder cables.

The Company aims to offer reliable services to its customers, whilst developing efficient electricity infrastructure to provide for the nation’s energy requirements.

In recent years, the Company launched unprecedented investments to transform its electricity generation infrastructure, reinforce the distribution network, consolidate the quality of its services and achieve long-term financial sustainability.

As a result of this transformation, Enemalta is now producing electricity through an efficient and environment-friendly mix comprising new gas-fired plants, imported electricity through the Malta-Italy Interconnector and grid-connected renewable energy sources.

At the same time, it is also engaged in an ongoing investment in the maintenance and reinforcement of the national electricity network, to increase grid redundancy and flexibility across the Maltese Islands. The Company adopts continued improvement programmes at all technical and administrative levels to constantly augment the quality of its services, to increase the efficiency of its operations and to consolidate the skills and capabilities of its employees.

Through these efforts, Enemalta seeks to achieve its strategic objectives whilst fulfilling its main mission statement; to provide cleaner, safer and sustainable energy solutions, whilst striving to meet and exceed customers’ expectations by empowering its employees and providing them with development opportunities.
