05.10.2026

Procurement procedure kicked off for new Malta-Gozo submarine electricity cable

Enemalta has launched the first stage of the procurement process for the manufacture and installation of two new 33kV submarine electricity cables between Malta and Gozo.

This planned investment is aimed at meeting Gozo’s steadily increasing electricity demand and supporting the island’s future economic and social development. The project forms part of Enemalta’s wider long-term programme to increase capacity and strengthen the island’s electricity infrastructure including in Gozo.

Commenting on the launch of the procurement process, Minister for Energy, Environment and Regeneration of the Grand Harbour, Dr. Miriam Dalli said: “This project represents another important step in the implementation of Malta’s Energy Shift and our continued investment in stronger, more resilient energy infrastructure. The challenges experienced in Gozo in recent months have underlined the importance of these investments, however this project is not a standalone measure. It forms part of a wider programme of network reinforcement already identified in Malta’s Energy Shift and Enemalta’s nine-year development plan to strengthen security of supply and prepare the electricity system for future growth. By reinforcing the electricity connection between Malta and Gozo, we are ensuring that both islands are better equipped to meet future energy demand while supporting Gozo’s transition towards a more sustainable, secure and reliable energy system.”

The project will involve two submarine cables, each approximately eight kilometres long, between Malta and Gozo.

The selected contractor will be responsible for the design, manufacture, installation, testing and commissioning of the cables.

Enemalta Executive Chairman Ing. Ryan Fava said: “Electricity demand in Gozo continues to grow, and Enemalta is planning and investing today to ensure that the island has the infrastructure it needs for the years ahead. This project, together with the planned 132kV link and two new distribution centres in Gozo, reflects a clear long-term commitment to provide greater capacity and a stronger, more flexible electricity network. These are substantial investments that will support Gozo’s continued development, increased electrification and the integration of more renewable energy.”

The procurement of the submarine cable is being issued through a restricted procedure, with interested economic operators first needed to undergo a pre-qualification process before proceeding to the tender stage.

The new 33kV submarine cables form part of a broader programme of investment in Gozo’s electricity infrastructure. Enemalta is also advancing preparations for a new 132kV electricity link between Malta and Gozo under its Nine-Year Investment Plan. The planned link will provide substantially greater capacity between the two islands and further strengthen Gozo’s electricity network. The plan also includes two new distribution centres in Gozo, one in Għajnsielem and another serving the Victoria/Kerċem area. Together, these projects will provide additional capacity, support the integration of renewable energy and prepare Gozo’s electricity network for future demand.

Through these investments, Enemalta is implementing a clear and structured long-term plan for Gozo’s electricity needs. The new submarine cables, the planned 132kV link and the two new distribution centres reflect the scale of the company’s commitment to strengthening the island’s electricity infrastructure for the years ahead.

Enemalta has successfully concluded a new Liquefied Natural Gas (LNG) supply agreement with BP that will secure LNG supply till the end of May 2027.

The agreement was awarded following a competitive process that attracted interest from seven established international suppliers. Following a detailed commercial and technical evaluation by Enemalta, the offer delivering the best overall value and security of LNG supply for Malta was selected. The agreement forms part of the Government’s long-term strategy to ensure Malta’s energy security of supply of electricity for families and businesses.

Since the conversion of the Delimara Power Station to natural gas, Malta has moved away from the use of heavy fuel oil, reducing local air pollutants while improving the efficiency of electricity generation. This transition remains one of the most important milestones in the country’s energy sector.

While global LNG prices continue to be affected by geopolitical tensions and conflicts, market forecasts indicate that pricing conditions are expected to become more stable over the coming months. By securing volumes through this agreement, Enemalta is strengthening its ability to manage market risks and ensure continuity of supply during a period of ongoing international uncertainty.

The LNG supply agreement is linked to the Title Transfer Facility (TTF) index, the principal European benchmark for natural gas pricing. By using a transparent and internationally recognised pricing reference, the agreement ensures that LNG procurement costs remain aligned with prevailing market conditions. This approach provides a clear pricing mechanism while enabling Enemalta to benefit from anticipated improvements in European gas market stability and lower prices, supporting the company’s ongoing efforts to manage energy costs and safeguard security of supply.

While this agreement secures LNG supplies until the end of May 2027, Enemalta is already working in parallel on arrangements that will ensure continuity of supply beyond the period covered by this contract.

The company is closely monitoring developments in international energy markets to identify the most advantageous procurement opportunities. This approach reflects Enemalta’s commitment to long-term planning.

This agreement complements Enemalta’s wider investment programme aimed at strengthening Malta’s energy infrastructure. Over recent years, the company has invested heavily in modernising and expanding the electricity distribution network through new substations, underground cable systems and grid reinforcement projects. These investments have improved the resilience and flexibility of the network while supporting growing demand for electricity.

Looking ahead, Enemalta is continuing to implement its ambitious nine-year investment plan, which is focused on further strengthening and modernising Malta’s distribution system. The plan includes substantial investment in new infrastructure, distribution centres, network upgrades and technologies that will increase capacity, improve reliability and support Malta’s ongoing energy transition. Together with the securing of long-term fuel supplies, these investments form part of a comprehensive strategy to ensure that Malta’s energy system remains secure, resilient and prepared for future challenges.

Enemalta remains committed to delivering secure and reliable energy while continuing to pursue investments that strengthen the country’s energy infrastructure and provide long-term benefits for consumers and businesses.

This trading occurs under a Master Agreement developed by the International Emissions Trading Association (IETA) and represents an international practice.

In this instance, however, Enemalta’s board of directors was informed that, out of the 11 EUA transactions conducted with the same company, three did not meet the stipulated deadline. Enemalta is currently seeking remedial action from the foreign company.

Enemalta has engaged both domestic and international legal counsel to assist in this case to recover all the money it is owed. A reputable London-based firm has been engaged to manage the situation effectively, ensuring the full protection of Enemalta’s interests. Since the other party is based in Switzerland, a Swiss legal firm has also been engaged.

Enemalta cannot disclose any additional details at this stage to safeguard its legal and civil standing. However, Enemalta reassures everyone that is considering all potential remedial avenues.

Enemalta will continue with its substantial investment programme to strengthen its distribution network, reinforce existing distribution centres and introduce new ones, whilst maintaining stable utility tariffs.

05.02.2025

83% of the industrial land owned by Enemalta in Qajjenza will become a publicly accessible space, in plans submitted to the Planning Authority for the review of the Planning Executive Council in the coming days.

At the former gas plant in Qajjenza, Enemalta owns 13,560sqm of land, 11,250sqm of which will be open spaces accessible by the public. Following the decision of the Planning Control Application, Enemalta would still be required to submit a development application for scrutiny and approval by the Planning Authority, after due consultations as required by current legislation.

For 55 years, LPG was stored and bottled in the Qajjenza gas plant before the site was decommissioned.

Due to its historical and architectural significance, as directed by the Superintendence of Cultural Heritage, the existing canopy will be restored and retained to serve part of the public area. Enemalta plans to include a green soft landscaped area over a new car park facility which will also be accessible to the community. The built-up area, measuring approximately 2,300 sqm, will be utilised for commercial and community purposes.

As a commercial entity, Enemalta is responsible for safeguarding the value of its assets. It also has a corporate responsibility to consider the needs of the Qajjenza residents and surrounding communities. As a result, 83% of Enemalta’s land in Qajjenza will be dedicated as open and publicly accessible spaces. This decision was also made to avert any development speculation on Enemalta’s property.

To further enhance community involvement, new offices managed by the Birzebbuga Local Council are also envisaged to be integrated on the said site.

“At Enemalta we are committed to balancing corporate responsibility with community wellbeing. We recognise that our land holdings are valuable commercial assets that must be managed responsibly. By dedicating 83% of our Qajjenza site to open and publicly accessible spaces, we are striking a balance between protecting Enemalta’s assets and ensuring that this land serves a greater purpose for the residents of Birzebbuga. We are introducing community facilities, green spaces and commercial opportunities that will benefit both the public and local businesses sustainably on a brownfield site,” Enemalta executive chairman, Ing. Ryan
Fava said.

19.12.2024

Works have started to add 60 kilometers of new underground cables, through collaboration between Enemalta, Infrastructure Malta, and Transport Malta.

These new medium-voltage cables will further strengthen the distribution system in 21 different localities in Malta and Gozo.

During a meeting with journalists, the entities explained the ongoing works to continue strengthening the distribution system, as was done throughout the past year.

“In the past year, Enemalta continued to work on strengthening the electricity distribution system at various levels. In the first five months of the year, in collaboration with Infrastructure Malta and Transport Malta, we managed to lay more than 82 kilometers of new underground cables,” said Enemalta Executive Chairman, Ing. Ryan Fava.

Together with the continuation of the six-year reinforcement plan for the distribution system, these connections will continue to enhance the resilience and flexibility of the network, providing Enemalta with more alternative connections to help restore supply in the shortest time possible in case that any interruptions arise.

This year, Enemalta commissioned 54 new substations and upgraded 76 other substations. This reinforcement exceeded the targets Enemalta set for the year, where the plan was to commission 45 new substations.

So far, 166 new low-voltage feeders have been connected to the network in various locations. Additionally, 47 kilometers of 400V/230V aerial lines along our roads have been replaced to further modernize the distribution network. These provide more alternative connections and increase the resilience of the network in case of supply interruptions.

In the coming year, Enemalta will begin work on two new distribution centers, one in Naxxar and the other in Siġġiewi. Work will also start on expanding distribution centres in Pembroke and Msida

Enemalta is also carrying out preparatory work for the second interconnector between Malta and Sicily. Work will begin to increase the 132-kilovolt link between the terminal station in Magħtab and the distribution centre in Mosta, as well as the extension of switchgear at one of the distribution centres in Marsa, in preparation for a battery storage facility to be commissioned by Interconnect Malta.

“We will continue working to strengthen the distribution system in the coming months, just as we did in the past few months, and prepare the electricity distribution network for the future. We will do this by laying 60 kilometers of new underground cables in various locations. Through these new cables, we are increasing the resilience and flexibility of our network, ensuring that supply can be restored in the shortest possible time if any damage occurs. While I thank all the workers involved in these projects, I also thank the residents of these areas for their cooperation during this period,” Ing. Ryan Fava continued.

“Infrastructure Malta is implementing these projects while emphasising the synergy between all the entities involved. This is to ensure effective coordination for this work plan. For us it is very important that, like any initiative of this scale, the work is done with as little inconvenience as possible for the residents and surrounding businesses. Therefore, more than ever, we will stay close to the community and listen to what needs to be done to continue working in the best possible way,” Infrastructure Malta CEO Mr. Steve Ellul said.

Transport Malta CEO Mr. Kurt Farrugia stated, “The successful collaboration between Enemalta, Infrastructure Malta, and Transport Malta during last year’s works clearly demonstrates what can be achieved when we unite for the benefit of our communities. The Authority will continue working closely with localities to ensure residents’ needs remain a top priority, while guaranteeing road safety and effective traffic management during the upcoming works.”

These works will take place in the following locations: Ħ’Attard, Birkirkara, Birżebbuġia, Buġibba, Qawra, Fgura, Ħal Għaxaq, Ġżira, Ħamrun, Imsida, Mellieħa, San Ġwann, TasSliema, San Ġiljan, Ta’ Xbiex, Ħal Tarxien, Ħaż-Żebbuġ, Żejtun, and Marsaxlokk, as well as Victoria, Kerċem and Għarb in Gozo.
