Designation: DPS Port Facility Security Officer

Skill Set & Other Requirements

• Must have a valid Security Officer License and PFSO Certificate that must be mandatorily renewed.
• Must have a valid Driving License and be fit to perform driving duties.

Duties & Responsibilities
Task Description

Perform the duties of the PFSO for DPS and assist the Executive Director Business Strategy, Risk and Corporate Services or his/her delegate.
To use security related equipment, machinery or devices to execute all duties outlined in the job description.
To use electronic equipment, including computers, laptops, printers and other similar devices to execute all duties outlined in the job description.
To ensure that all employees and third-party personnel abide with Company policies such as wearing of identity tags, visitor pass, have the necessary pass to leave premises, material issue pass and other directives as issued by management.
To guard and protect the Company sites and installations from burglars and other intruders which may inflict damage on Enemalta property.
Ensures compliance with TM and IMO obligations as regards Port Facilities, Terminal Operations and Terminal Security requirements as per section SOPs and as instructed by management or his/her delegate.
To ensure that unauthorised persons and vehicles are not permitted access into the facility.
To ensure that visitors’ identity is checked as per standard operating procedures and they are not allowed to access the facility prior to receiving verbal or written confirmation from Enemalta’s officers.
To take necessary action to watch out and intervene for any element disturbing the peace within the Company premises and installations.
To keep detailed logs/records of all vehicles entering and exiting the facility.
To use any device / equipment which the Company may provide to keep track of vehicles entering and leaving the premises.
To insert and delete vehicles from the vehicle automated system as directed by management or his/her delegate.
To physically check and search vehicles entering and exiting the Company premises by provided equipment through a determined frequency as communicated by management or his/her delegate.
To ensure that vehicle checking is being done according to frequency directive as specified in the SOPs or directed by management or his/her delegate.
To physically check persons and their belongings as stipulated in the SOPs or directed by management or his/her delegate.
To look out for any unattended suspicious-looking items/packages and report any abnormalities. Also, any suspicious activity shall be escalated through the proper channels.
Operate and monitor surveillance equipment and security cameras/CCTV systems of all Enemalta property as instructed by management or his/her delegate.
Report any non-operational surveillance equipment and security camera to his/her superior and the ICT Department.
To check CCTV cameras in case of fire and/or intruder alarms and contact the Police Control Room or CPD.
To continue following up the reported fault until the equipment is fully functional.
To lead, perform, and report emergency, security and fire drills as required from time-to- time.
Perform the standard operating procedures pertaining to his/her responsibilities.
To assist in routine checks and audit the Section’s SOP as requested from time-to-time. 
Operate Security Level 1, 2 or 3 procedures as directed through the Standard Operating
Procedures or as mandated by management or his/her delegate.
Inform superiors and management as appropriate of incidents, security breaches, emergencies and other events according to procedures and provide first response when practicable; otherwise escalate such issues through proper channels.
Carry out security patrols using equipment (if any) provided by the Company of all identified points at the frequency indicated by management or his/her delegate and log the patrols for recording purposes.
Perform any additional spot checks as instructed.
Monitor the DPS facility and report any shortcomings in the general upkeep to internal and/or external personnel as required.
Ensure that Health & safety is maintained at Company standards and report any issues which are not in line with the Companies’ stipulated policies and procedures.
Assist in the investigation of accidents and near misses, as requested by management or his/her delegate.
Check H&S signage within the facility and report any issues to the H&S Department.
Always ensure that safety routes within the facilities are unobstructed and report any non-conformities to the H&S Department.
Respond to a Fire when it is deemed safe to extinguish it using the fire-fighting equipment on site, as per the facility Emergency Plan; otherwise escalate as per Emergency Plan.
Respond to a chemical or fuel leak and/or pollution within the facility and immediately report to his/her superior.
Identify any environmental issues and report them to the Safety and Environmental Coordinator.
Respond to an evacuation as per Emergency Plan and liaise with the appropriate officer/s.
Provide First Aid when required.
Report any possible hazards resulting from foul weather to his/her superior.
Aid and/or assist the Executive Director Business Strategy, Risk and Corporate Services or his/her delegate or any other Enemalta internal and/or external auditor to conduct an internal audit and/or drills with respect to health, safety, environment and/or security.
Respond to urgent calls with respect to security, health, safety and environment.
Ensure that all contractors and third parties working on behalf of Enemalta within the facility are adhering to Enemalta’s stipulated safety and environmental procedures and report any non-compliance through the proper channels.
To communicate using the Company provided equipment including, but not limited to, telephones, e-mail and VHF radios.
To ensure that all equipment, including, but not limited to, tools, communication devices and radios are in good working order, tested and checked on a daily basis as part of the handing over process.
To ensure that the guard rooms and other assigned working areas are kept clean and in good order at all times.
To wear the full provided uniform and ensure that it is kept neat and clean at all times.
To log and monitor the movement of keys pertaining to the Company’s premises and vehicles, record their movement in the manual or electronic system and report any non-returned or lost keys to his/her superior.
To assist the keeping of a ledger of vessels berthed at DPS terminal, a ledger of waste collected at DPS terminal, and as delegated perform and monitor berthed vessel’s security checks, maintain crew lists, perform regular checks on berthed vessels as regards security, environmental, health and safety as per Enemalta’s procedures and liaise with TM and customs during berthing operations.
To record and log information as per management directions and detailed in the Standard Operating Procedures (vide Logging section below). All logs are also to be inputted in electronic format to facilitate retrieval of information.
To adhere to all regulations and directions issued by management or his/her delegate and/or as directed through Standard Operating Procedures.
Responsible to draw up reports in case of non-conformities or abnormal events.
Driving of light vehicles during patrols both internal and external or as mandated by management to any Company premises/installation.
To successfully participate in lectures and/or training sessions as mandated by management.
To actively take part in drills and/or exercises as mandated and organised by management or third parties and be able to lead them as requested from time-to-time.
Follow emergency response instructions as per Enemalta’s Emergency Plans in case of emergency situations.
To ensure on periodic walkabouts that parking spaces are being used by the persons indicated in the parking slot. To call persons who parked in the wrong lot to remove the vehicle and report such matters to management.
To be aware of the Security Level at DPS port facility and adopt the required measures as per SOPs.
To assist management regarding setting of new procedures and enhancement of existing ones.
To compile the Ship Berthing Safety Checklist and periodically monitor berthed vessels as per Enemalta’s procedures, TM and customs requirements as requested from time-to-time.
Use the appropriate call-out procedures when communicating with a berthed vessel.
Provide assistance and directions to the Emergency Services who attend on site.
Responsible for dealing and overseeing the smooth running of communications between Company officials and local authorities during emergency situations.
Attend onsite to provide access keys to employees, police officers or fire fighters in case of fire and/or intruder alarms.
When trespassers and other perpetrators are discovered, have the duty and authority to detain them until the respective enforcement officials arrive.
Ensure appropriate access controls are available through the Company.
Can be entrusted to carry out personal protection on Company officials or individuals related to the Company when and as directed by management.
General administrative duties such as inputting attendance data and reporting sick employees by not later than 0900hrs for day duties and not later than three (3) hours prior to the commencement of the relevant night shift.
To carry out any other work-related duties as delegated by the manager or his/her delegate.
Liaison with the other DPS operators and their personnel on a day-to-day basis, including,but not limited to, in emergency or abnormal situations.
To liaise with third parties offering services to Enemalta plc.
To periodically check berthed vessels with respect to security, environmental spills, bilges, safety of vessel and keep record of any waste transferred from vessel and record such monitoring.

 

Logging

The following logs must be maintained by the DPS PORT FACILITY SECURITY OFFICER, monitored and approved by the management or by his/her delegate. These logs shall be recorded manually on logbooks/sheets and inputted in computer applications to facilitate retrieval of information.

• Vehicle entry and exit at DPS
• Issue of keys, premises and vehicles
• Daily handing over process between each shift
• Daily Vehicle Search list
• Logging of the daily employees and material issue passes
• Daily checking of all equipment and communication devices, including but not limited to VHF radios, during the change shift procedure whereby any defects shall be logged and reported to the proper channels as detailed in the SOP

    4. How do We collect your personal data?

    If your application is successful, We will inform you regarding an offer of employment and at that stage, We may also share your personal information with other third parties including:
    • Company’s medical doctors to conduct pre-employment and fitness tests;
    • Regulator such as Jobsplus to register employment in case the job offer is accepted;
    • Recruitment agencies if they were involved in the process, when applicable;
    • Governmental institutions and authorities in case the job offer is accepted, as per public sector directives.
    We do not share your personal data with any entity located outside of the European Union (EU) or the European Economic Area (EEA).
    9. Automated Decision-Making and Profiling
    Your personal data will not be used for any decision solely taken on the basis of automated decision making processes, including profiling.
    10. Data Retention
    We will only retain your personal information for as long as is necessary to fulfil the purposes for which it was collected and processed. If your application for employment is unsuccessful, We will hold your data on file for one (1) year, in accordance with the validity period of the recruitment selection results. As part of the application, you have the option to provide your explicit consent for Us to retain your personal data for a further two (2) years and We may contact you for future related vacancies. You can withdraw your consent earlier than the established period.
    Personal information which is no longer retained will be securely and effectively destroyed or permanently erased from Our systems.
    If your application for employment is successful, personal data gathered during the recruitment process will be kept in line with the Employees Privacy Notice that will be provided to you along with the contract and as per Our Human Resources Data Retention Policy.
    If you decide to contact Us to express your interest in joining the Company, through Our Careers page on the website, when there are no current open vacancies, We will retain your personal information for two (2) years so that We may contact you if We exhaust all steps in Our recruitment process and do not receive eligible applications.
    We may have a legitimate interest to hold your data for longer periods such as when your data is required for exercising or defending legal claims.
    11. Your Rights
    For as long as We retain your personal data, you have certain rights in relation to your personal data including:
    • Right of access – you have the right to ascertain the personal data We hold about you and to receive a copy of such personal data;
    • Right to Erasure – in certain circumstances you may request that We delete the personal data that We hold on you, where there is no good reason for Us continuing to process it. You also have the right to ask Us to delete or remove your personal information where you have exercised your right to object to processing (see below);
    • Right to Object – you have a right to object and request that We cease the processing of your personal data where We rely on Our, or a third party’s, legitimate interests for processing your personal data and there is something about your particular situation which makes you want to object to processing on this ground. You also have the right to object where We are processing Your personal information for direct marketing purposes;
    • Right to Portability – you may request that We provide you with certain personal data which you have provided to Us in a structured, commonly used and machine-readable format. Where technically feasible, you may also request that We transmit such personal data to a third party controller indicated by you;
    • Right to Rectification – you have the right to update or correct any inaccurate personal data which We hold about you;
    • Right to Restriction – you have the right to request that We stop using your personal data in certain circumstances including if you believe that We are unlawfully processing your personal data or the personal data that We hold about you is inaccurate;
    • Right to withdraw your consent – where Our processing is based on your consent, you have the right to withdraw your consent. Withdrawal of your consent shall not affect the lawfulness of the processing based on your consent prior to the withdrawal of your consent; and
    • Right to be informed of the source – where the personal data We hold about you was not provided to Us directly by you, you may also have the right to be informed of the source from which your personal data originates.
    Your rights in relation to your personal data are not absolute.
    If you intend to exercise one or more of your rights, you should approach Enemalta plc’s Data Protection Officer on the contact details abovementioned.
    You will not have to pay a fee to access your personal data (or to exercise any of the other rights specified above). However, We may charge a reasonable fee if your request is clearly unfounded, repetitive or excessive. Alternatively, We may refuse to comply with your request in these circumstances.
    We may need to request specific information from you to help Us confirm your identity and ensure your right to access your personal data (or to exercise any of your other rights). This is a security measure to ensure that personal data is not disclosed to any person who has no right to receive it. We may also contact you to ask you for further information in relation to your request to speed up Our response.
    12. How does Enemalta plc protect your personal data?
    We take pride in keeping your data secure and will take appropriate technical and organisational measures to protect your data against unauthorised or unlawful processing, including against accidental loss, destruction, storage or access. Your personal data will be stored manually or electronically on Our technology systems or on technology systems of Our IT providers and will also be processed through emails.
