1.0 Basic Functions
The Professional Executive (Projects) shall ensure that the project produces the required products to the required standard of quality and within the specified constraints of time and cost. The Professional Executive (Projects) shall provide maintenance and support services within the agreed service level and resources. Moreover, he/she shall monitor and ensure that team members are developing skills and experience and identifies training as required.
2.0 Duties and Responsibilities
2.1 Takes responsibility for the day-to-day activities of projects ensuring that the projects are delivered on time, within budget and that all software development and project management standards, methodologies and procedures are adhered to in order to ensure that quality and security certification is attained and maintained;
2.2 Manages one or more project teams, developing and maintaining manpower plans for personnel involved and monitoring the allocation of team members to ensure that they are contributing effectively whilst developing skills and experience;
2.3 Takes responsibility for the preparation of time, resource and cost estimates for assigned activities within a project by using standard project management tools and methodologies;
2.4 Leads and provides direction to Project Leaders and other stakeholders related to company project strategies, priorities, processes and approaches, together with resource allocation and management;
2.5 Conducts regular meetings with the Manager Civil and/or project stakeholders, for the purposes of project progress, project issues, resources, budgeting and planning;
2.6 Provides administrative support on a day-to-day basis in line with company policies;
2.7 Ensures that the appropriate career development paths are developed for personnel within the programme of projects and evaluates their performance in line with company policies;
2.8 Ensures that the comprehensive project, quality and risk plans for projects are prepared and maintained;
2.9 Ensures that realistic estimates of costs, timescales and resource requirements are agreed;
2.10 Monitors costs, timescales and resources used, and takes action where these deviate from agreed tolerances. Ensures that delivered systems are implemented within these criteria;
2.11 Manages the change control procedure gaining agreement for revisions to the project from project sponsors;
2.12 Ensures that any strategic problems are identified at the earliest opportunity and that solutions are identified and implemented;
2.13 Provides general consultancy on project management;
2.14 Contributes extensively to the annual planning and budgetary process;
2.15 Organises and supervises third party sub-contractors;
2.16 Ensures that skills transfer to more junior members of staff takes place continuously; identifies the training needs of the staff within the team and ensures that those that are agreed to are scheduled and delivered;
2.17 Any other duties as assigned by the Manager Civil or his/her delegate.
3.0 Working Conditions
3.1 Normal office hours and conditions with a possible requirement to work in unscheduled or crisis situations after office hours or on weekends.

4.1 Provides supervision to his/her project team.

6.0 Academic Qualification
6.1 Essential Qualification
6.1.1 Recognised Bachelor’s Degree at MQF Level 6 (subject to a minimum of 180 ECTS/ECVET credits or equivalent ) in Construction or Engineering or Management or Project Management or Information Technology or a related field.
6.2 Desirable Qualifications
6.2.1 Certification in Project Management Methodology and Techniques;
6.2.2 Certification in General Management.
