Power Plant Mobile Plant Operator/Stacker
1. Position Purpose
The primary purpose of the grade of Power Plant Mobile Plant Operator/Stacker is to operate cranes and other heavy vehicles, large chemical containers, winches and hoists required for the purpose of moving heavy objects including combustion and rotating plant and equipment from one place to another for maintenance, repair and/or overhaul purposes. The Power Plant Mobile Plant Operator/Stacker may be assigned on work related to his job description on any plant operated by Enemalta, third parties as well as any related sub-contracted work from third parties in line with the principles as outlined in the Performance/Collective Agreement. The Power Plant Mobile Plant Operator/Stacker shall be required to work as instructed by the Power Plant Team Leader/Principal Power Plant Maintenance Officer/Engineer. The Power Plant Mobile Plant Operator shall at all times perform his work in accordance and in compliance with Health and Safety Legislation as well as Health & Safety policies as may be issued by International Energy Service Centre Limited (hereinafter referred to as the “Company” or “IESC”) from time to time.
2. Roles and Responsibilities
The role of the Power Plant Mobile Plant Operator/Stacker is multi-tasked and shall assume overall responsibilities associated with operating station cranes, driving heavy vehicles, large chemical containers as well as locking the containers on their corresponding platforms. The roles and responsibilities of the Power Plant Mobile Plant Operator/Stacker shall include the following:
2.1 Driving Duties
2.1.1 Driving light and heavy vehicles including but not limited to fork lifters to transport and deliver cargo and materials;
2.1.2 Operating cranes internally to move plant equipment;
2.1.3 Lubricating crane wire ropes;
2.1.4 Delivery of items from general stores to distribution district stores, sub-stations and distribution centres around the Maltese islands;
2.1.5 Driving duties including deliveries and driving any injured employees to emergency services;
2.1.6 Provide information for the completion of machine logs in accordance with local legislation and internal quality control standards, policies and procedures;
2.1.7 Positioning blocks and ties rope around items to secure cargo for transport;
2.1.8 Upkeep of vehicles included but not limited to cleaning, inspecting, of vehicles/cranes and any other minor maintenance as needed and as indicated by the superiors from time to time;
2.1.9 Loading and unloading of items/containers;
2.1.10 Cleans job-site on completion of the relevant works.
2.2 Other Duties
Other duties to be carried out by the Power Plant Mobile Plant Operator/Stacker during driving duties include:
2.2.1 Participating directly in hoisting, lowering and transport operations of loads by crane and/or other forms of lifting tackle;
2.2.2 Carrying out loading and unloading materials and equipment;
2.2.3 Ensuring that lifting tackle is properly maintained and tested;
2.2.4 Operating a chain block.
2.3 Basic Duties
The Power Plant Mobile Plant Operator/Stacker may at times whenever other members of staff within a lower grade are not available be required to perform their basic duties. These include:
2.3.1 Cleaning of equipment;
2.3.2 Helping out and assisting the other members of staff;
2.3.3 Carrying out other jobs such as painting, minor plastering;
2.3.4 Ensure appropriate maintenance and upkeep of the station, workshops and locker room;
2.3.5 Provide support and assistance on basic fitting duties;
2.3.6 Carry out basic paint jobs of brackets and other structures when these are fitted onto the constructed system or after manufacturing;
2.3.7 Cleaning and repainting of equipment;
2.3.8 The use of basic hand tools/power tools as may be required;
2.3.9 Handling equipment and material issued from the stores to be used on specific maintenance jobs;
2.3.10 Assisting in laying of cables as may be required related to his job;
2.3.11 Provide basic assistance to Scaffolders, Mechanical Technicians, Welding Technicians, Machinists & Distribution Technicians as indicated by their superiors and as required from time to time.
3. Supervision Received
3.1 Direct supervision and guidance from the Principal Power Plant Maintenance.
4. Working conditions
4.1 Works on a Shift Basis.
5. Skills Requirements
5.1 Qualifications and Experience
The Power Plant Mobile Plant Operator/Stacker must:
5.1.1 Be in possession of a valid driving license for both category B and CE, and has been in possession of both licences for at least five (5) years;
AND
Have five (5) years of work experience in operating heavy plant machinery used to lift or transport heavy objects;
AND
Successfully pass a written and oral examination to confirm that he/she is able to read, write and speak in both English and Maltese.
5.2 Knowledge and Skills
5.2.1 Basic Slinging Duties;
5.2.2 Knowledge and experience in maintaining, preparing and securing different forms of slings necessary for the same movement of heavy objects;
5.2.3 Knowledge and experience in driving and operating various types of heavy vehicles including but not limited to trucks with mounted cranes, fork lifters and trailers;
5.2.4 Knowledge of basic routine checks and maintenance on vehicles;
5.2.5 Must not be afraid to work at heights and in confined spaces;
5.2.6 The person carrying out the above-mentioned tasks shall be required to work in an ATEX environment and will be required to attend training related to working in an ATEX environment within his/her probationary/trial period whereby expenses related to this training will be paid by the Company.
