Professional Executive (Regulatory Affairs)
Compiles comprehensive reports and statistics to serve as a basis for RA planning, decision making and continuous improvement.
Provides professional advice and assistance regarding RA functions and procedures to all existent and potential stakeholders.
Keep up to date with relevant EU legislations and their transpositions to Maltese law.
Oversees that all operations carried out within the organisation are compliant with National and European standards, legislations, directives and regulations.
Establish control standards and procedures to ensure efficient and effective functioning of Enemalta’s relationship with local regulators, authorities, agencies and the other operators at Delimara Power Station (DPS).
Responsible for the implementation of activities related to obligations deriving from IPPC permits for the Marsa and Delimara power stations.
Be the main point of contact for Enemalta plc when it comes to regulatory affairs and communication with local regulators, authorities, agencies and all the operators at DPS.
Proactively promotes and implements measures, proposals and practices pertaining to RA throughout the organisation.
Main Duties:
Manages activities required to obtain licensing and regulatory compliance necessary for Enemalta plc.’s operations, in accordance with applicable legislation and regulations.
Maintains effective relations with both local and EU stakeholders, serving as a point of reference with such agencies and organisations to ensure that any regulatory and environment related data, calculations, information requested, and reporting requirements, are submitted up to the required standards and within the specified timeframes.
Manages the evaluation and resolution of issues or reports raised by external entities in order to ensure effective resolution of violations or significant regulatory concerns.
Supports with any RA requirements arising from the Environmental Management System and the ISO 14001 certification. · Provides technical advice and guidance to Enemalta plc in all matters relating to regulatory and environment related legislations and regulations, which directly or indirectly affect the organisation.
Undertakes regulatory and environment related policy analysis and legislation amendment analysis when this directly affects Enemalta plc. · Serves as the primary company interface, liaising effectively with outside bodies, including the Ministry, regulatory authorities, Government departments, agencies and/or any other external entity.
Assists with the preparation and delivery of environment and regulatory affairs related training.
Shall be the main coordinator of the greenhouse gas (GHG) emissions audit.
Coordinates and follows-up studies, monitoring activities and any activities related to obligations deriving from the IPPC permits and framework permits for the Marsa and Delimara power stations.
Supervises and coordinates with other operators at the DPS and any subcontracted third parties working on behalf of Enemalta plc, to ensure that their operations and activities are in line with Enemalta plc’s environmental obligations/policies/procedures and in accordance with Maltese and European laws.
Maintain proper and timely records related to all the activities falling under his/her responsibility.
Takes measures to ensure that all established policies and regulations are enforced and that all Enemalta’s legal responsibilities under statutes and ordinances are fulfilled.
Shall undertake any assignment, whether listed in this job description or not, which may be delegated to him/her by the Compliance Manager or the higher management.
Working Conditions:
May be requested to work odd and long hours in abnormal circumstances, may be required to travel on particular assignments both local and abroad.

Qualifications :
